Prague/Budapest or Tuscany in March 09

I plan on traveling to Prague and Budapest or Tuscany in late march. I plan on visiting both areas by years end but would like to know which area is more suitable for late march travel. I know that Tuscany is warmer during March, my concern is the precipitation issue. If so I don%26#39;t mind enduring the cold of central europe if sunny. Any info greatly appreciated. Thanks
